Hilmar Hoffmann, founder of the International Short Film Festival Oberhausen and director from 1954 to 1970
After leaving Oberhausen, he was City Councillor for Culture in Frankfurt/Main until 1990. Initiator of Frankfurt's Museum Embankment and the West German "Kommunales Kino" movement in the 1970s.
Author of the cultural policy statement Kultur für Alle. Perspektiven und Modelle (Culture for All. Perspectives and Models), 1979.
President of the Goethe Institute from 1992 to 2001.
