Code of Conduct

As a public institution, the International Short Film Festival Oberhausen gmbH as organizer is guided by the German Basic Law (GG), the General Equal Treatment Act (AGG) and the so-called BDS resolution of the North Rhine-Westphalia state parliament ("There is no place for the anti-Semitic BDS movement in North Rhine-Westphalia") of 11 September 2018. Based on these provisions, the Code of Conduct defines the rules of social interaction for all areas and events of the festival.

The festival is a place of free thought and respectful discussion, from which no one should feel excluded because of their political views or cultural background. Anti-Semitic, racist and war-glorifying or other misanthropic content and attitudes, groups or organizations are therefore not tolerated here. With regard to anti-Semitism, the festival applies the IHRA definition in the form adopted by the German Federal Government in 2017 as a standard of assessment; this means that attitudes, groups or organizations that call for a boycott of Israel and/or question Israel's right to exist are also considered anti-Semitic. This also applies to anti-Semitic, racist and right-wing extremist symbols (codes, gestures, signs, clothing, etc.) that are carried, used or disseminated with clear political intent to disturb, discriminate or even threaten people.

The festival expects responsible interaction with others; it does not tolerate any verbal, physical, sexual or other assaults on its visitors, guests or employees, nor any disruptions to the course of events. Image and sound recordings in any form are not permitted in the event rooms without express permission. The Festival therefore reserves the right to withdraw access to persons without prior notice for the duration of the event or even permanently if this Code of Conduct is violated. The festival also reserves the right to take civil action and to press criminal charges.

The festival exercises domiciliary rights at all venues. The exercise of this right may be delegated.
